A video shared on social media shows the moment when a federal agent repeatedly strikes the head of a man who was already restrained on the ground during an immigration enforcement operation in Evanston, Illinois.

The video, posted by a witness identified as Kerry L, shows several federal officers detaining a man.
In the footage, one of the agents can be seen striking the detainee multiple times in the head, while bystanders yell at the officers to stop.

After the footage of the Illinois ICE agent spread online, Evanston Mayor Daniel Biss announced the launch of two official investigations to look into the controversy:
- To assess the use of force by federal agents during the arrest.
- To investigate a vehicle collision that, according to Biss, was “deliberately caused” by Border Patrol officers.
The mayor strongly condemned the actions, rejecting the tactics used by federal immigration authorities in his city.
“Our message to ICE is simple: stay out of Evanston,” Biss said in a video posted on his official X (formerly Twitter) account.
Growing Tension Between Local and Federal Authorities

The incident has reignited debate over the methods of federal immigration agencies, particularly regarding the use of force during arrests and raids.
Evanston — a progressive community north of Chicago — has long opposed ICE operations and other federal enforcement efforts targeting immigrants.
